“You’re sexy with a gun,” Effie purrs after watching Haymitch shoot a man point-blank in the alley behind The Capitol Strip Club. The man had been harassing her - stalking, really - for weeks and Haymitch couldn’t stand it, his fierce protectiveness taking over.
“I thought you thought I was sexy always,” he replies, holding out his hand so she can step daintily over the body in her five inch heels.
“Well,” Effie’s nose wrinkles as she glimpses the blood oozing from the man’s chest. “Not when you’re wearing your stupid cowboy hat.”
“I like my cowboy hat,” retorts Haymitch, pulling her to his chest with a smirk.
“And you’re the only one in Panem who does.” Effie laughs and presses her lips against his. “Come on, let’s go back to yours and I’ll strip for you for free.”

She is in the famous ‘purple’ outfit that is seen with the Capitol Colors ad but unlike that photo and the other one from entertainment she is looking directly AT the camera and her lips are parted a bit.
